In the last 30 years, China has experienced rapid economic development and urbanisation which has resulted in high pollution levels and has put considerable pressure on the country's infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this book aims to understand the drivers and barriers to effective climate governance in Chinese cities and to explore the consequences of climate governance. Based on extensive original research, this book focuses particularly on municipal networks in their response to increasing scientific evidence of the severity of the climate change problem and international and national climate change commitments. Using the cities of Guangzhou, Shenzhen and Hong Kong as case studies, and particularly exploring the transport and building sectors as they are the highest emitters of greenhouse gases, this book explores the increasing collaboration of municipal state and non-state actors and asks how climate change governance can be better applied in the future.
