Compact of Free Associationbetween the United States and theRepublic of Palau, which entered intoforce in 1994, provided for severaltypes of assistance aimed at promotingPalau's self-sufficiency and economicadvancement. Included were 15 yearsof direct assistance to the Palaugovernment; contributions to a trustfund meant to provide Palau $15million each year in fiscal years 2010through 2044; construction of a roadsystem, known as the Compact Road;and federal services such as postal,weather, and aviation. U.S. agenciesalso provided discretionary federalprograms related to health, education,and infrastructure. In 2008, GAOprojected that total assistance in fiscalyears 1994 though 2009 would exceed$852 million.In September 2010, the United Statesand Palau signed an agreement (theAgreement) that would, among otherthings, provide for additionalassistance to Palau beginning in fiscalyear 2011 and modify its trust fund. Abill, now pending, was introduced inthe Senate on February 14, 2011, toapprove the Agreement andappropriate funds to implement it.In this testimony, GAO updates a June2011 testimony on (1) the Agreement'sprovisions for economic assistance toPalau, (2) its impact on the trust fund'slikelihood of sustaining scheduledpayments through fiscal year 2044,and (3) the projected role of U.S.assistance in Palau government...
